About the role

Join Rainmaker’s State Business Development team to grow the business with California state government customers, focusing on precipitation enhancement and water resource programs.

Key responsibilities

• Own a revenue target tied to state‑funded programs and manage a pipeline of appropriations, grants, contracts, and pilot projects.
• Identify emerging state funding pathways and develop multi‑year capture plans.
• Cultivate relationships with legislators, agency leaders, water districts, and industry associations.
• Engage in legislative sessions and budget cycles to secure funding and shape policy.
• Coordinate public‑private partnerships and support cross‑functional deal development.
• Organize site visits, demonstrations, and educational forums for stakeholders.
• Track market intelligence and report pipeline status to leadership.

Required profile

• 5+ years in business development, government relations, capture management, or public policy with California state government.
• Proven track record of winning state funding, contracts, or appropriations.
• Strong understanding of state budget cycles, grant programs, and procurement processes.
• Ability to build trusted relationships with elected officials and navigate long sales cycles.
• Self‑starter comfortable owning a pipeline and a number.
• Bachelor’s degree required; advanced degrees welcomed but not mandatory.
• Willingness to travel ~50% for legislative sessions and site visits.
