Contracts Manager – Defense Programs

About the role

Johnson Controls Navy Systems is seeking an experienced Contracts Manager to lead contract stewardship for its defense programs in York, PA. You will partner with program managers and cross‑functional teams to ensure contract acquisition, administration, and compliance meet company and customer standards.

Key responsibilities

• Review and provide feedback on RFIs, RFPs and draft contractual documents, guiding programs on contract terms and recommended exceptions.
• Lead negotiations, contract administration, and customer liaison activities to achieve targeted profit rates and compliance with FAR, DFARS, and other DoD regulations.
• Collaborate with legal counsel, proposal managers, and pricing/estimating teams to develop and implement proposal strategies.
• Interpret contract requirements for program leadership, coordinate deliverable submittals, and manage contract modifications.

Required profile

• 8+ years of contracts management experience, preferably in a DoD environment supporting the U.S. Navy.
• Strong knowledge of federal contracting laws, FAR, DFARS, and related regulations.
• Proven negotiation and proposal development skills with ability to build strong customer relationships.
• Excellent critical‑thinking and interpersonal abilities.

What we offer

• Base salary $140,000‑$180,000 plus significant bonus incentive.
