Proposals Engineer - Pipeline and Process Services

About the role

EnerMech, a specialist service company providing integrated solutions for complex energy projects, is looking for an experienced Proposals Engineer to join its Houston-based team. The role leads the end-to-end tendering process, making sure each proposal is compliant, competitive and aligned with client requirements. It suits someone with strong technical experience, a solid understanding of cost estimating and a proven track record in Pipeline and Process Services.

Key responsibilities

• Develop technical methodologies, equipment lists and cost estimates for the Pipeline and Process business line
• Attend client pre-bid meetings and site visits, documenting scope, technical, commercial and operational information
• Lead the preparation of proposal documentation, including basis of estimate, scope definition and contract qualifications
• Review client documents, drawings and specifications to build methodology and equipment spreads
• Collaborate with technical, engineering and cross-functional teams to meet tender deadlines
• Prepare cost estimates covering management services, equipment, materials, construction and operations, obtain vendor quotations and negotiate where appropriate
• Work with Business Development on the win strategy and client expectations
• Respond to tender clarifications and prepare deliverables such as layout drawings, bid review documents, schedules and tracking sheets
• Submit client terms and conditions through the EnerMech portal for legal review, review pricing preamble conditions and qualify them where applicable
• Take part in negotiations during the tendering phase and complete technical and commercial qualifications with the submission

Required profile

• 5-7+ years in a similar role in North America
• Knowledge of estimating practices
• Knowledge of Pipeline and Process services such as nitrogen leak testing, retro jetting, pigging, hydrotest, dewatering and umbilicals, with the ability to write methodologies
• Accuracy and ability to work to fast-paced, tight deadlines
• Effective communicator, detail-oriented, self-motivated with strong written and verbal organisational skills
• Commercial acumen; relevant technical field experience preferred but not essential
