Technical Advisor I, Supply Chain Management CVA

About the role

The Supply Chain Management CVA Advisor I is a member of the Global Supply Chain Team at Catholic Relief Services. The role supports the development and application of supply chain approaches for cash and voucher assistance (CVA) in both emergency and non‑emergency programmes, providing practical technical guidance to regional and country teams.

Key responsibilities

• Identify gaps in supply chain policies, procedures, standards, tools and guidance for CVA programmes and contribute to updates and SOPs for financial service providers, vendors and voucher programming.
• Provide practical technical support to regional and country offices to operationalise cash and voucher activities, escalating complex or high‑risk matters as needed.
• Contribute to market mapping of service providers, response analysis and project design, including procurement option analysis.
• Support agency‑wide and country‑level procurements involving FSPs and voucher vendors, covering market research, solicitation support, evaluation documentation, contracting inputs and vendor performance management.
• Assist in the deployment and continuous improvement of Global Payment Solutions, including guidance document development and decision analysis.

Required profile

• Demonstrated experience providing technical support for cash and voucher assistance supply chain activities.
• Experience with market assessments, service‑provider mapping and procurement analysis.
• Fluent in English and French.
• Ability to work remotely and collaborate across global teams.
