Technical Advisor I – Monitoring, Evaluation, Accountability & Learning

About the role

Catholic Relief Services is seeking a Technical Advisor I to provide expert guidance on Monitoring, Evaluation, Accountability and Learning (MEAL) for its global emergency response initiatives. The role supports both the RAPID and EMPOWER projects over an 18‑month fixed‑term period, helping ensure high‑quality, accountable programming in complex humanitarian settings.

Key responsibilities

• Provide technical advice and support on MEAL to Country Program teams, aligning with CRS quality principles, donor guidelines and industry best practices.
• Assist in the development, implementation and refinement of agency‑wide MEAL strategies, standards, tools and best practices.
• Support business development, emergency response, and remote/in‑country MEAL system implementation.
• Contribute to the design and monitoring of the RAPID and EMPOWER projects, ensuring effective data collection, analysis and reporting.
• Facilitate accountability mechanisms and learning processes to improve program effectiveness and adaptability.

Required profile

• Demonstrated experience in MEAL within humanitarian or development contexts.
• Strong knowledge of CRS program quality principles, donor requirements and international MEAL standards.
• Ability to work collaboratively with multi‑disciplinary teams and local partners.
• Excellent written and verbal communication skills in English.
