National Consultant – Enhanced Monitoring Mechanism (EMM) for Vanuatu

About the role
The United Nations Department of Economic and Social Affairs (DESA) is seeking a National Consultant to support Vanuatu in strengthening its capacity to implement the Enhanced Monitoring Mechanism (EMM). The consultant will work remotely for three months, providing technical assistance to integrate EMM indicators into national monitoring and evaluation frameworks.
Key responsibilities
- Produce an inception report outlining work plan and methodology.
- Identify relevant EMM indicators and align them with Vanuatu’s National Development Plans and SDG monitoring.
- Support the integration of selected indicators into national data systems and M&E frameworks.
- Facilitate consultations with government officials and stakeholders.
- Prepare draft and final monitoring reports assessing development progress post‑LDC graduation.
- Provide capacity‑building workshops and guidance to national authorities.
Required profile
- Advanced degree in economics, development studies, public policy, or a related field.
- Proven experience in monitoring and evaluation, preferably in a development or UN context.
- Familiarity with the Enhanced Monitoring Mechanism and LDC graduation processes.
- Strong analytical skills and ability to work independently.
Required skills
- Experience with indicator selection and data integration.
- Knowledge of national development planning and SDG monitoring frameworks.
- Ability to produce clear technical reports and presentations.
