UN Treasurer – Chief of Service, Finance and Budget

About the role

The United Nations is seeking a senior Treasury professional to lead the Financial Risk Management Service (FRMS) within the Finance Division. Reporting to the Deputy Controller and the Director of the Finance Division, the Treasurer/Chief of Service will ensure the effective management of cash, investments, banking relationships, and insurance across the UN system.

Key responsibilities

• Develop and implement banking and investment policies, rules, and procedures to maximise security and income from UN financial resources worldwide.
• Lead negotiations and manage innovative banking agreements, including global cash‑pooling and single‑account arrangements.
• Co‑chair the Treasurers Working Group of the system‑wide Finance and Budget Network.
• Establish and maintain cost‑effective, secure payment arrangements with commercial banks, central banks, and multilateral institutions.
• Design cash‑handling policies, including banknote transportation, in coordination with safety and security authorities.
• Set UN operational exchange rates and negotiate access with governments.
• Prepare cash and currency flow forecasts, managing treasury‑related risk exposure.
• Formulate investment strategies, custodian arrangements, and supervise investment activities in line with UN financial regulations.

Required profile

• Reports directly to senior finance leadership (Deputy Controller and Director of Finance Division).
• Provides leadership and support to UN agencies, funds, and programmes on treasury matters.
