About the role

The State of Illinois is seeking a senior civil engineer to lead the development and implementation of advanced traffic signal optimization technologies across the state. The role involves policy creation, program management, and technical consulting for both IDOT and local agencies.

Key responsibilities

• Develop and maintain policies, procedures, and specifications for state‑of‑the‑art traffic signal system optimization.
• Direct the statewide Traffic Signal Coordination and Timing (SCAT) program and oversee ancillary structure programs.
• Design, implement, and manage interconnected traffic and railroad signal systems throughout Illinois.
• Supervise, motivate, and train subordinate personnel to achieve program goals.
• Stay current with rapidly evolving traffic signal technologies and incorporate best practices.

Required profile

• Professional civil engineering licensure (Civil Engineer V level).
• Extensive experience in traffic signal design, coordination, and timing.
• Proven ability to lead multi‑disciplinary teams and manage large‑scale state programs.
• Strong communication skills for consulting with IDOT and local agency personnel.
