Specifications & Procedures Specialist (Engineering Technician IV)

About the role

The State of Illinois is seeking an Engineering Technician IV to develop policies, specifications, and procedural manuals that guide local agency highway construction and maintenance projects. This position also serves as the legislative analyst for the Bureau of Local Roads and Streets, interpreting technical aspects of proposed legislation.

Key responsibilities

• Develop and maintain specific policies, procedures, and specifications for local agency construction and maintenance projects.
• Administer the Bureau of Local Roads and Streets (BLRS) Manual and related publications for districts, consultants, and local agencies.
• Research, analyze, and disseminate new technologies to district and local agency personnel.
• Monitor and evaluate the impact of proposed legislation and help formulate the department’s position on such legislation.

Required profile

• Experience in policy development, specifications, and procedural documentation for highway construction and maintenance.
• Ability to analyze technological advances and communicate findings to stakeholders.
• Knowledge of local, state, federal, and motor fuel tax regulations affecting highway projects.
• Strong analytical and legislative research skills.
