Technical Programs Manager, Government Programs

About the role

Anthro Energy is hiring a Technical Programs Manager for its government programs in Alameda. The role leads execution of government-funded programs and helps grow non-dilutive funding, combining technical program management of awards, writing winning grant and contract proposals, and supporting non-dilutive strategy and business development. It works with the VP of Government Programs and the executive team.

Key responsibilities

• Manage assigned government awards and contract execution end to end, including scope, schedule, budget, milestones, deliverables, dependencies and risk
• Drive cross-functional execution across engineering, operations, finance, contracts, legal and other teams
• Lead preparation for program reviews, technical interchange meetings, site visits, audits and other partner engagements
• Prepare and submit progress reports, milestone updates, CDRLs, technical deliverables, invoices, funding increments and closeout documentation
• Maintain risk registers, action-item trackers and deliverable calendars, and mitigate technical, schedule, budget and compliance risks
• Lead or co-lead proposal development from solicitation through submission, including compliance matrices, outlines, schedules and color-team reviews
• Write and edit technical volumes, executive summaries, commercialization plans and management plans, working with engineering and finance and contracts
• Build a reusable library of proposal content, past performance, resumes and boilerplate
• Track the defense and energy funding landscape and brief the VP of Government Programs
• Research and qualify opportunities against the company's technology roadmap, recommend funding opportunities, and support capture planning and relationship building with government program managers, contracting officers, congress, primes and integrators

Required profile

• 5+ years of experience in technical program management, government contracting, proposal development or business development, preferably in R&D, defense, energy or advanced hardware
• Ability to manage complex, multi-party programs across technical, operational, financial and administrative stakeholders
• Strong technical fluency and excellent written and verbal communication skills
• Working knowledge of federal award requirements such as allowability, labor charging, indirect rates, cost share and in-kind reporting
• Technical degree in engineering, materials science, physics or a related field
• Ability to travel up to 25% of the time

Required skills

• Proficiency with Asana and other project management tools
• Familiarity with the defense and federal funding landscape
• Preferred: experience with technology development programs, defense contracts and CDRLs, relationships with DoD program offices, familiarity with battery materials and electrochemistry, US military veteran status, active security clearance, PMP/DAU/APMP
