Subcontracts Manager

About the role

The Subcontracts Manager oversees the full life‑cycle of subcontract activities, from pre‑proposal through closeout, for naval, subsea and maritime contracts. This role partners with program teams, functional peers and subcontractors to develop strategies, evaluate proposals and mitigate risk.

Key responsibilities

• Lead proposal evaluation teams and conduct audits such as CPSR.
• Develop clear subcontractor requirements, statements of work and forecasted dollars/hours.
• Issue subcontracts, modifications and all contractual documentation.
• Maintain government‑compliant procurement files, perform price and cost analyses.
• Support multi‑function teams, manage multiple priorities and lead special projects.
• Ensure compliance with ITAR, EAR, BAA, export and CUI regulations.

Required profile

• BS or BA required; Master’s degree preferred.
• 12+ years government subcontract management experience, including 5+ years on prime contracts.
• Experience with FAR/DFAR, various contract types (CPFF, CPIF, CPAF, FFP, T&M, IDIQs).
• Proven ability to conduct cost and price analysis and lead CPSR audits.
• Excellent written and verbal communication, strong customer‑relation skills.
• Active security clearance or ability to obtain one.
