Staff Counsel

About the role

The NYC Department of Consumer and Worker Protection (DCWP) seeks an experienced attorney to join its General Counsel Division as Staff Counsel. This role provides legal advice to DCWP divisions, supports the implementation of new laws, and drafts contracts and regulatory documents. The position may work remotely up to two days per week under the Remote Work Pilot Program.

Key responsibilities

• Advise DCWP staff and management on existing and newly enacted laws and regulations.
• Draft rules, charges, checklists, and penalty schedules in accordance with the City’s rulemaking process.
• Serve as subject‑matter expert for specific industries regulated by DCWP.
• Address legal issues arising from licensing, collections, and enforcement activities.
• Prepare memoranda, correspondence, contracts, and other legal documents.
• Communicate with external parties, including licensees, complainants, stakeholders, and sister agencies.
• Occasionally bring charges before the NYC Office of Administrative Trials and Hearings (OATH) and draft denial or revocation letters.
• Negotiate and draft settlement agreements for civil penalties and consumer restitution.

Required profile

• Juris Doctor degree and admission to the New York State Bar.
• Several years of experience practicing law, preferably in regulatory, administrative, or government settings.
• Strong analytical and written communication skills.
• Ability to work independently and collaboratively within multidisciplinary teams.
