Staff Counsel

About the role

The NYC Department of Consumer and Worker Protection (DCWP) seeks an experienced attorney to join its General Counsel Division as Staff Counsel. The role focuses on enforcing consumer and licensing laws, supporting the Mayor’s affordability agenda, and protecting New Yorkers from unfair business practices.

Key responsibilities

• Investigate and prosecute businesses that violate NYC licensing and consumer protection statutes.
• Develop and execute large‑scale regulatory enforcement plans.
• Conduct legal research, draft memoranda, and prepare correspondence for respondents and consumers.
• Represent DCWP in depositions, hearings before the Office of Administrative Trials and Hearings (OATH), and state court litigation.
• Draft, negotiate, and finalize settlement agreements arising from enforcement actions.
• Oversee regulatory compliance projects and provide guidance to field inspectors.
• Participate in outreach, training, and public education initiatives.

Required profile

• Juris Doctor (JD) from an accredited law school and admission to the New York State Bar.
• Significant experience litigating administrative and civil matters, preferably in a government or regulatory setting.
• Demonstrated ability to manage complex investigations and multi‑party enforcement actions.
• Strong written and oral communication skills, with experience drafting legal documents and settlement agreements.
