Staff Counsel

About the role

The General Counsel Division at the NYC Department of Consumer and Worker Protection is seeking an experienced attorney to serve as Staff Counsel in the Legal Counsel Unit. The role involves providing legal advice, supporting implementation of new laws, and drafting contracts and agreements.

Key responsibilities

• Provide legal advice and guidance to DCWP staff and management on new and existing laws and regulations.
• Assist with implementing new and amended laws, including drafting rules, charges, checklists, and penalty schedules.
• Serve as subject‑matter expert on specific industries regulated by DCWP and address licensing, collections, and enforcement issues.
• Draft memoranda, correspondence, contracts, and other legal documents.
• Communicate with external parties such as licensees, complainants, stakeholders, and sister agencies.
• Occasionally bring charges before the NYC Office of Administrative Trials and Hearings and draft denial or revocation letters.
• Negotiate and draft settlement agreements for civil penalties and consumer restitution.

Required profile

• Licensed attorney with strong analytical and communication skills.
• Ability to work independently and collaboratively within teams of attorneys and non‑attorneys.
• Self‑motivated and experienced in legal research and drafting.
