Senior Public Service Administrator, Chief Legal Counsel (Illinois EPA)

About the role

The Illinois Environmental Protection Agency (Illinois EPA) is seeking an experienced Illinois-licensed attorney with strong knowledge of the Illinois Environmental Protection Act and pollution-control regulations to serve as Chief Legal Counsel. Reporting to the Director, the role provides legal advice on complex issues, ensures Agency compliance and supports leadership decision-making. The position is based in Springfield, Illinois.

Key responsibilities

• Oversee approximately 40 attorneys and support staff in the Division of Legal Counsel, directing attorneys in the Regulatory and Enforcement Units and providing legal support across all Agency bureaus.
• Lead rulemaking and enforcement actions.
• Represent the Agency in administrative proceedings.
• Negotiate intergovernmental and pollution-control-related agreements.

Required profile

• Illinois-licensed attorney with experience.
• Strong knowledge of the Illinois Environmental Protection Act and pollution-control regulations.
• Currently authorized to work in the United States on a full-time basis; the State does not sponsor employment visas.

What we offer

• Salary of $13,333 to $14,333 per month.
• Exempt status under Section 4d of the Personnel Code.
• Work schedule of 8:30-5:00 Monday to Friday, with an anticipated hybrid schedule and a 37 1/2-hour work week.
• Reports to the headquarters as needed, depending on operational need.
