Senior Associate, Regulatory Affairs & Public Policy

About the role

Rowan Digital Infrastructure is seeking a Senior Associate to support its Texas regulatory, legislative and stakeholder engagement activities. The role will help advance Rowan’s data center portfolio by translating complex policy developments into actionable business recommendations.

Key responsibilities

• Support regulatory, legislative and public policy initiatives across Texas, including engagement with the Texas Legislature, PUCT, ERCOT and local governments.
• Prepare briefing materials, presentations, talking points and executive memoranda for internal and external stakeholders.
• Represent Rowan at industry conferences, stakeholder meetings and community events.
• Analyze legislative, regulatory and market developments and communicate business impacts to cross‑functional teams.
• Assist project‑level advocacy efforts to mitigate regulatory and policy risks.

Required profile

• Bachelor’s degree with 3+ years of experience in regulatory affairs, public policy, government relations or energy markets.
• Direct experience with Texas energy policy, PUCT regulations and ERCOT market structure (preferred).
• Strong written and verbal communication skills, with ability to produce executive‑ready materials.
• Proven ability to work in a fast‑paced, cross‑functional environment.
