Security Specialist – Navy Insider Threat Program

About the role

The Department of the Navy seeks a Security Specialist to serve as the technical expert for the Navy Insider Threat Program. You will work across counterintelligence, security, cybersecurity, human resources, and law‑enforcement domains to mitigate insider‑threat risks and support senior leadership.

Key responsibilities

• Provide expert guidance on counterintelligence, security, cybersecurity, HR, and law‑enforcement aspects of insider‑threat risk mitigation.
• Assess and formulate recommendations for internal and external data, metrics, briefings, and executive talking points related to the Navy Insider Threat Program.
• Develop and implement OPNAV policies, procedures, and activities supporting the Insider Threat Program.
• Analyze information to evaluate the effectiveness of strategies and solutions for complex, sensitive issues.
• Execute and coordinate the Random Polygraph Program for personnel with privileged access to classified or sensitive information.
• Apply senior‑level knowledge of laws and regulations governing counterintelligence‑scope polygraph examinations.
• Represent OPNAV/Naval Intelligence Activity on inter‑agency working groups, committees, conferences, and technical exchanges.

Required profile

• U.S. citizen eligible for federal employment.
• Ability to obtain and maintain a Top Secret clearance with SCI access.
• Successful completion of pre‑employment drug testing and willingness to undergo random testing.
• Willingness to accept a DCIPS (excepted service) appointment.
• Ability to obtain the Certified Insider Threat Professional‑Fundamentals (CITP‑F) certification within two years.
• Eligibility for periodic polygraph examinations.
• Occasional travel as required.
