Regulatory Policy Advisor – Utility Consumer Advocate

About the role

The Office of the Utility Consumer Advocate (UCA) seeks a Regulatory Policy Advisor to represent the public interest before the Colorado Public Utilities Commission, federal agencies, and courts. This position supports policy development on utility rates, decarbonization, just transition, and environmental justice.

Key responsibilities

• Conduct analysis and research on utility rates, charges, and related regulatory issues.
• Prepare written and oral testimony for administrative hearings and stakeholder meetings.
• Engage with community groups, consumers, and industry stakeholders to gather input and communicate policy positions.
• Support the UCA’s policy initiatives across multiple forums, including legislative and regulatory bodies.
• Monitor and interpret statutory goals related to decarbonization, just transition, and environmental justice.

Required profile

• Demonstrated experience in public policy, regulatory analysis, or consumer advocacy.
• Knowledge of utility regulation, rate structures, and energy policy in Colorado.
• Ability to synthesize complex data into clear, actionable recommendations.
• Strong written and verbal communication skills for testimony and stakeholder outreach.
