Regulatory Policy Advisor – Office of the Utility Consumer Advocate

About the role

The Office of the Utility Consumer Advocate (UCA) seeks a Regulatory Policy Advisor to represent the public interest before the Colorado Public Utilities Commission, federal agencies, and courts. The role focuses on utility rates, decarbonization, just transition, and environmental justice for residential, small‑business, and agricultural consumers.

Key responsibilities

• Conduct policy analysis, research, and data review related to utility regulation and consumer protection.
• Prepare and deliver written and oral testimony at administrative hearings.
• Engage with stakeholders, community groups, and consumers to gather input and communicate advocacy positions.
• Support the UCA’s policy initiatives across multiple forums, including the Commission and federal bodies.
• Monitor legislative and regulatory developments affecting Colorado utilities.

Required profile

• Demonstrated experience in public policy, regulatory analysis, or consumer advocacy, preferably in the utility sector.
• Strong understanding of Colorado utility regulations, decarbonization goals, and environmental justice considerations.
• Excellent written and verbal communication skills for testimony and stakeholder outreach.
• Ability to work collaboratively in a hybrid environment and manage multiple priorities.
