Regulatory Permitting Specialist

About the role

The Regulatory Permitting Specialist owns the state and local regulatory pathway for Rainmaker's domestic cloud‑seeding programs, ensuring all permits, licenses and reporting requirements are secured before operations begin.

Key responsibilities

• Scope and document the full set of state and local regulatory requirements for each new program, including precipitation enhancement permits, operator licensing, environmental and air‑quality approvals.
• Develop and maintain a state‑by‑state regulatory playbook with lead times, agency contacts and submission templates.
• Draft, submit and shepherd state weather‑modification permits and operator license applications, managing the full lifecycle through issuance.
• Own NOAA Form 17‑4 reporting and all state seasonal reports, maintaining a master compliance calendar for on‑time filings.
• Serve as the regulatory point of contact for Program Managers, providing rapid guidance on permit conditions and in‑season issues.

Required profile

• Demonstrated experience preparing and shepherding regulatory submissions through state permitting processes (environmental, water resources, air quality, or analogous).
• Strong technical writing ability to translate operational realities into clear regulatory documents.
• Excellent interpersonal skills for building trust with state agency staff and internal teams.
• Self‑directed, comfortable operating with minimal guidance in fragmented regulatory environments.
• Willingness to travel domestically for agency meetings, public hearings and on‑site coordination.

Required skills

• Familiarity with state‑level environmental review frameworks such as CEQA, SEPA or other NEPA equivalents.
• Experience with regulatory document and records management systems.
• Existing relationships with state permitting boards, water resource agencies or environmental regulators in the western United States.
