Proposal Manager II – Federal Agency Pursuits

About the role

Woolpert is seeking a Proposal Manager II to lead the development of competitive proposals for its U.S. Federal agency portfolio. This remote position works closely with market leaders, program directors, and technical subject matter experts to craft winning solutions for agencies such as the Army, Air Force, USACE, VA, USGS, and NOAA.

Key responsibilities

• Analyze solicitation documents and create detailed pursuit schedules.
• Coordinate technical content development and manage creative resources.
• Develop draft proposal documents and lead color‑review meetings.
• Maintain quality assurance processes and ensure compliance with client requirements.
• Update opportunity, project, and staff data in the firm’s ERP system.
• Prepare shortlist interview materials with marketing and creative teams.
• Assign technical writing tasks to subject‑matter experts and conduct cross‑market QA/QC reviews.
• Identify reusable content and research ERP data for experience, teaming, and client history.
• Participate in capture planning to shape proposal solutions and win themes.

Required profile

• Proven experience leading complex, multi‑disciplinary proposal submissions for U.S. Federal agencies.
• Strong organizational and project‑management abilities, with a track record of meeting tight deadlines.
• Excellent written and verbal communication skills for coordinating diverse stakeholder groups.
• Ability to work independently in a remote environment while collaborating effectively with distributed teams.
