Senior Proposal Manager

About the role

Woolpert, a global leader in architecture, engineering and geospatial services, is seeking a Senior Proposal Manager to lead its most complex, high‑value proposal pursuits. This remote, United‑States role reports to the Director of Proposals and acts as a strategic advisor to executive leadership, business development and technical teams.

Key responsibilities

• Lead and oversee high‑profile, high‑risk proposal pursuits from strategy through submission and debrief.
• Advise senior leadership on pursuit selection, go/no‑go decisions, capture strategy and risk mitigation.
• Partner with technical and operational leaders to shape win strategies, messaging frameworks and differentiators.
• Establish and enforce proposal governance, standards and best practices across the firm.
• Develop comprehensive proposal strategies, schedules, compliance approaches and review plans for major pursuits.
• Facilitate executive‑level reviews, pink‑team/red‑team sessions and post‑submission lessons learned.
• Provide final QA/QC approval for select major proposals to ensure quality, compliance and strategic alignment.
• Support preparation for high‑stakes client interviews and presentations in coordination with the Marketing Manager.
• Mentor and develop junior proposal staff, contributing to performance feedback and succession planning.
• Monitor proposal performance metrics, win/loss trends and market insights to drive continuous improvement.
• Lead process‑improvement initiatives, including tools, templates, content libraries and technology solutions.

Required profile

• Senior‑level experience managing enterprise‑wide, high‑value proposal pursuits.
• Proven ability to act as a strategic advisor to executive and senior business development leaders.
• Strong leadership and mentorship skills with a track record of developing proposal talent.
• Excellent analytical skills to assess win/loss trends, client feedback and market data.
• Ability to communicate complex win strategies and messaging frameworks clearly.
