Project Controls Subject Matter Expert (PC SME)

About the role

Delan Associates, Inc. is hiring a Project Controls Subject Matter Expert (PC SME) in Aiken, SC, working onsite. The Estimator SME provides expert-level cost estimating and analysis for a major nuclear weapons construction project within the NNSA complex. As a senior staff augmentation member, the SME gives strategic guidance and hands-on support to the project team so that cost estimates remain robust, defensible and accurate across all project phases.

Key responsibilities

• Guide management on classification requirements and compliance, and on the CD process and deliverable format
• Review and give input on specifications for engineered equipment and/or subcontracts
• Advise estimators on the labor and other-than-labor resources needed for the scope of work
• Advise schedulers on activity sequence, durations and logic
• Advise management on risk-informed schedules used to set milestones and PBIs
• Advise engineers, estimators and schedulers on constructability, maintainability, operability and commissioning
• Provide input to technical writers for BOEs, BOS and WBS data dictionary

Required profile

• U.S. citizen
• Working knowledge of Federal (including Department of Energy Orders), state and local codes and standards applicable to project controls
• At least 20 years of progressively responsible experience in cost estimating and/or project controls for large, complex industrial or heavy construction projects, with significant nuclear or defense sector experience
• Bachelor's degree in Construction Management, Engineering or a related field; extensive relevant experience may be considered in lieu of a degree
• Expert knowledge of nuclear construction regulations, safety standards and project controls practices for NNSA/DOE projects
