Program Security Manager

About the role

Umbra is seeking a Program Security Manager to lead security for complex programs supporting the U.S. Intelligence Community. Based in Reston, VA, the role serves as the primary security advisor, integrating personnel, physical, information, industrial, operational, and cyber security throughout the program lifecycle.

Key responsibilities

• Develop, implement and administer integrated security programs for classified Intelligence Community activities.
• Act as the main liaison between program leadership, government security representatives, customers, subcontractors and internal security groups.
• Interpret and apply Intelligence Community directives, contract security requirements, classification guidance and customer‑specific policies.
• Create and maintain security plans, SOPs, classification guides, training materials and related documentation.
• Manage personnel security processes including clearance verification, access eligibility, indoctrinations, debriefings and need‑to‑know determinations.
• Coordinate physical, technical and information system security for classified facilities and accredited systems, supporting ICD 503, RMF and continuous monitoring.
• Oversee classification, safeguarding, handling, transmission, reproduction, destruction and authorized release of classified and sensitive information.
• Lead OPSEC, COMSEC, counter‑intelligence, insider‑threat and security‑awareness activities and conduct security risk assessments.

Required profile

• Proven experience independently managing complex Intelligence Community security programs.
• Strong knowledge of government security directives, classification guidance and contract security requirements.
• Ability to translate security requirements into practical operational controls.
• Excellent communication and coordination skills with government, engineering, and external partners.
