Program Manager – Freedom to Learn

About the role

PEN America is seeking a Program Manager to lead its Freedom to Learn initiative, defending academic freedom and free expression in higher education. The position is full‑time, union‑eligible, and based in Washington, D.C. or New York City, reporting to the program director.

Key responsibilities

• Build and maintain coalitions with higher‑education institutions, civil‑society partners, and advocacy groups.
• Monitor state‑level legislative actions that threaten academic freedom and coordinate rapid response efforts.
• Develop research, policy analyses, and public commentary on free‑expression issues.
• Organize events, convenings, and media engagements to raise awareness and influence policy.
• Produce reports and resources that support PEN America’s advocacy goals.

Required profile

• Experience working in higher education or related advocacy fields.
• Demonstrated ability to build coalitions and conduct outreach to diverse stakeholders.
• Familiarity with legislative and policy analysis processes.
• Excellent written and oral communication skills for both specialized and general audiences.
• Strong organizational skills, attention to detail, and a diplomatic approach.
