Program Manager - BDVA (GSA Contract)

About the role

Global InfoTek is seeking an experienced Program Manager to lead cross-functional teams and deliver the financial and operational success of complex technical contracts supporting a General Services Administration (GSA) contract. The role acts as the main link between government stakeholders, internal executive leadership and technical teams, covering contract compliance, P&L, scheduling and measurable results. The position is full-time, regular, in Reston, Virginia, and requires Secret or higher clearance and U.S. citizenship.

Key responsibilities

• Serve as the main liaison between the Government and the Contractor during the life of the BPA or call orders, communicating status, risks and strategic direction.
• Manage the full financial lifecycle, including budgeting, forecasting and reporting on financial performance.
• Ensure strict compliance with contract requirements, subcontractor agreements and company policies.
• Develop staffing plans, labor mix strategies and master schedules.
• Identify and proactively mitigate financial and operational risks.
• Foster a high-performance culture and support business development, including proposal development and follow-on opportunities.

Required profile

• 12 to 15 years of experience; experience may be considered in place of the education requirement.
• Bachelor's degree required; Master's degree preferred.
• Experience in project or program management within federal/defense contracting.
• Strong financial acumen and proven ability to manage complex technical projects and lead cross-functional teams.
• Excellent written and verbal communication, able to present to executives and government clients.
• Hands-on experience with Agile delivery models (Scrum, Kanban, SAFe) and a DevSecOps framework.

Required skills

• Preferred: working knowledge of federal contracting regulations and compliance.
• Preferred: familiarity with project management tools such as Microsoft Project and Jira.
• Preferred certifications: PMP and ITIL.
