National Consultant – Infrastructure Asset Management (Senegal)

About the role

The United Nations Department of Economic and Social Affairs (DESA) is seeking a National Consultant to support the implementation of Phase 2 of the "Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure" project in Senegal. The consultant will work remotely, providing technical assistance and substantive support to strengthen infrastructure asset management (IAM) practices across the country.

Key responsibilities

  • Assist in institutionalising IAM practices and developing Asset Management Action Plans (AMAPs) aligned with local development plans.
  • Deliver training programmes for public officials and facilitate capacity‑building activities.
  • Contribute to the new edition of the United Nations Handbook on Infrastructure Asset Management, including case studies and tools.
  • Coordinate closely with Senegalese government officials, UN partners, and FSDO staff to ensure project milestones are met.
  • Prepare regular progress reports for the Senior Economic Affairs Officer in the International Tax and Development Cooperation Branch.

Required profile

  • Proven experience in infrastructure asset management, preferably within the public sector.
  • Familiarity with sustainable development goals and risk‑informed infrastructure planning.
  • Ability to work independently in a remote setting and communicate effectively with diverse stakeholders.
  • Strong analytical and report‑writing skills.
