Lead Consultant – Feasibility Study for OUL

About the role

The Office of the High Representative seeks a Lead Consultant to design and execute a feasibility study on online higher education for Least Developed Countries (LDCs). The assignment is home‑based, lasts six months, and will support the Doha Programme of Action by delivering a comprehensive roadmap for implementation.

Key responsibilities

• Prepare an inception report and conduct in‑country assessments in two LDCs.
• Draft multiple study chapters (approximately 10‑12 pages each) and a final 50‑page report.
• Incorporate feedback from task‑force sub‑committees and present findings at validation meetings.
• Produce a final feasibility report with recommendations, resource mapping, and an implementation roadmap.

Required profile

• Advanced degree in education, development studies, or a related field.
• Proven experience in conducting feasibility studies or policy research for international development.
• Familiarity with STEM higher education challenges in LDCs and digital learning environments.
• Strong analytical and report‑writing skills, with the ability to synthesize complex data.
