ICITAP Advisor to the Albanian Police Oversight Agency

About the role

Amentum, a contract service provider to the U.S. Department of Justice's ICITAP and OPDAT programs, is seeking a Senior Advisor to the Albanian Police Oversight Agency (POA) in Tirana. The position works directly with the POA to support its operational effectiveness through sustained advisory support and training, acting as subject matter expert and coordinator for POA program implementation. It reports to the ICITAP Albania Law Enforcement Assistance Attaché.

Key responsibilities

• Mentor and advise the POA Director General
• Train police oversight inspectors and investigators to detect and investigate violations of standard procedures and the law
• Advise POA leadership on public affairs to increase transparency and accountability to Albanian citizens
• Monitor the polygraph examination sector and the vetting process for objectivity and compliance with the Vetting law
• Identify equipment needs and recommend procurement actions
• Advise on career paths and employee evaluation processes, and review investigative and inspection reports
• Contribute to ICITAP reporting, including Huddles and monthly and quarterly reports, and perform other ad hoc mission-critical tasks

Required profile

• U.S. citizen eligible to obtain a U.S. security clearance at the time of employment
• At least 10 years of experience in police oversight or internal affairs, with specialized investigative experience in police oversight and/or public corruption
• Experience as an instructor in criminal investigations involving allegations against law enforcement personnel
• International experience working within a Country Team setting at a U.S. embassy abroad

Required skills

• Advanced report writing and clear, convincing communication
• Ability to assess, evaluate and write on staffing, structure, policy, training and equipment needs
• Preferred: knowledge of international operations and the Western Balkans, and Albanian or Italian language skills
