ICITAP Advisor to the Albanian National Bureau of Investigations (NBI)

About the role

Amentum, contract service provider for the U.S. Department of Justice's ICITAP and OPDAT programs, is seeking a Senior Advisor to the Albanian National Bureau of Investigations (NBI) in Tirana. The role works directly with the Special Structure Against Corruption and Organized Crime (SPAK) and the NBI to support investigations into complex organized crime and corruption cases through advisory support, case-based mentoring and training. It is an independent contractor position, not an employment relationship with Amentum.

Key responsibilities

• Mentor and advise NBI investigator teams on proactive operations such as covert surveillance, intelligence gathering, crime analysis, searches, arrests and evidence gathering.
• Advise the NBI Director and Deputy on partnerships with prosecutors, police and other law enforcement, and on a proactive crime strategy against organized crime groups and corrupt officials.
• Monitor investigator performance and advise on training needs, and share best FBI, DEA, HSI practices in crime mapping, intelligence analysis and reporting.
• Help develop NBI policies, SOPs and special investigative means, and build a professional and ethical culture.
• Coordinate databases access, organize training for Judicial Police officers, and help recruit, select and train new investigators.
• Work with the NBI on a case management system, foreign relationships, and prioritization of cases.
• Report quarterly on NBI progress and contribute to ICITAP reporting, and perform other ad hoc mission-critical tasks.

Required profile

• U.S. citizen eligible to obtain a U.S. security clearance at the time of employment.
• At least 10 years of experience investigating transnational organized crime and/or corruption with the FBI, DEA, HSI or a similar organization.
• Supervisory special agent or lead investigator experience with the FBI, DEA, HSI or another law enforcement agency.
• International experience in a Country Team setting at a U.S. embassy abroad.

Required skills

• Expert knowledge of criminal investigation processes and good knowledge of FBI, DEA, HSI standards and best practices.
• Strong knowledge of Windows and in-depth knowledge of investigation analysis tools and software.
• Good knowledge of case management systems or similar applications.
• Preferred: experience as an FBI, DEA, HSI trainer; knowledge of international operations and the Western Balkans; Albanian or Italian language skills.
