About the role
The Louisiana Department of Transportation and Development (DOTD) seeks a Human Resources Specialist to lead all HR functions for District 08. Reporting to the Region 1 HR Manager, the specialist will act as the primary HR liaison between the district and headquarters.
Key responsibilities
- Serve as lead HR liaison for District 08, coordinating with headquarters on all regional HR programs.
- Interpret Civil Service rules and DOTD policies, providing strategic guidance to district managers and staff.
- Execute and audit complex personnel actions within the LaGov HCM system to ensure accuracy.
- Conduct bi‑weekly payroll audits, resolve coding errors, and verify correct employee compensation.
- Oversee the workflow of HR Analysts, providing direction and professional development.
Required profile
- Six years of HR experience (or equivalent combination of education and experience as detailed in the posting).
- Demonstrated expertise in HR policy interpretation, decision‑making, and effective communication.
- SHRM‑CP, SHRM‑SCP, PHR, or SPHR certification may substitute for up to one year of experience.
Required skills
- Proficiency with LaGov HCM (Human Capital Management) system.
- Experience conducting payroll audits.
- Strong knowledge of HRIS and civil service regulations.
