Human Resources Specialist – District 03

About the role

The Department of Transportation and Development (DOTD) is seeking a Human Resources Specialist to support District 03 in Lafayette. Reporting to the District HR Manager, the specialist will act as the primary liaison for the district’s HR office, providing expertise across all HR functions for more than 3,000 employees.

Key responsibilities

• Serve as the lead HR contact for District 03, coordinating with the statewide HR unit.
• Maintain and report on data using the LaGov HCM system.
• Interpret and apply Civil Service rules, DOTD policies, and federal/state employment laws.
• Provide guidance on recruitment, employee relations, benefits, and training.
• Travel statewide or overnight as required to support district operations.

Required profile

• Six years of HR experience, or equivalent combinations of education and experience as outlined in the posting.
• Strong knowledge of LaGov HCM, civil service regulations, and employment law.
• Ability to exercise independent judgment and communicate effectively both orally and in writing.
• Competencies in communicating clearly, displaying expertise, and making accurate judgments.
