Human Resources Analyst – District 02

About the role

The Human Resources Analyst supports the District 02 office of the Louisiana Department of Transportation and Development (DOTD). The role ensures accurate processing of personnel and payroll actions while maintaining compliance with state civil service regulations.

Key responsibilities

• Serve as the primary HR contact for the district, processing hires, promotions, position changes, and separations in the LaGov HCM system.
• Maintain employee records, verify pay, leave accruals, benefits, and organizational assignments, and resolve discrepancies according to Civil Service rules.
• Provide guidance on employee benefits programs, including new‑hire enrollment, annual enrollment, qualifying life events, and retirement options.
• Assist supervisors and managers with performance evaluation processes.

Required profile

• Three years of human‑resources experience, or six years of full‑time experience in any field, or a bachelor’s degree.
• Ability to communicate effectively, follow policies and procedures, and make accurate judgments.
• Experience substitution: 30 semester hours of accredited coursework count as one year of experience, up to 120 semester hours.

Required skills

• Proficiency with the LaGov HCM payroll and HR information system.
