Design Project Manager (Mechanical Engineer)

About the role

The Design Project Manager (Mechanical Engineer) leads multi‑disciplinary mechanical engineering projects for landside and airside improvements at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD). Reporting to the Office of Engineering, the role serves as the principal technical advisor for Capital Construction and Maintenance Investment programs.

Key responsibilities

• Manage design projects for mechanical systems such as Central Utilities Plant, Hydrant Fueling Distribution, Fuel Farm, HVAC, and dedicated fire service.
• Oversee contractors and consultants, ensuring scope, quality, schedule, and budget compliance.
• Review contract design firm work, enforce high quality‑control standards, and minimize changes during construction.
• Collaborate with engineers, architects, code officials, and stakeholders to develop and maintain design standards and safety requirements.
• Serve as Contracting Officer’s Technical Representative (COTR), confirming work meets contracts, quality standards, and Small Local Business Enterprise goals.

Required profile

• Six years of progressive mechanical engineering experience (master’s degree may substitute two years).
• Specialized experience in central utilities, fuel distribution, engineering plan review, and project design/administration.
• Ability to manage engineering and construction consulting contracts and act as project manager/COTR.
• Strong oral and written communication skills and ability to work with diverse stakeholders.
