Construction Specialist II – Utilities

About the role

The County is looking for a Construction Specialist II to provide technical oversight for utility construction projects within its Capital Improvement Program. This position works within the Utilities Engineering and Contract Management Department, supporting water, wastewater, and reclaimed water infrastructure.

Key responsibilities

• Plan, coordinate, and schedule all utility construction, renovation, and expansion projects.
• Work directly with contractors to ensure compliance with County standards and contract specifications.
• Assist Project Managers in reviewing contractor pay requests, invoices, and on‑site inspections.
• Attend technical design reviews, prepare bid documents, evaluate bids, and review RFIs and submittals.
• Ensure required testing of water, sewer, and reclaimed water systems and manage system start‑up.
• Prepare and maintain project status reports, punch lists, and documentation, including photos.
• Perform project close‑out activities and generate as‑built records.

Required profile

• High school diploma or equivalent with at least ten years of relevant experience.
• Knowledge of public works and utilities construction procedures, materials, and specifications.
• Ability to read and interpret blueprints, construction plans, and technical documents.
• Physical ability to bend, squat, climb, walk on uneven ground, and enter underground structures for inspections.
• Strong communication skills for verbal, written, and visual reporting.
