Senior Master Planner

About the role

E-Logic, Inc. seeks a Senior Master Planner to lead the creation of a 25‑year installation Master Plan for a U.S. Government project in the United States Virgin Islands. The role provides technical leadership, coordinates multidisciplinary teams, and delivers comprehensive planning documents while working primarily remotely.

Key responsibilities

• Lead development of a 25‑year Master Plan in accordance with UFC 2‑100‑01, integrating current conditions and future growth.
• Conduct site assessments, evaluate facilities, land use, infrastructure, and develop area development plans.
• Prepare a Capital Investment Plan, identify project priorities, estimate costs, and embed it in the final Master Plan.
• Facilitate stakeholder kickoff meetings, planning sessions, and present draft and final recommendations.
• Manage the 50%, 90%, and 100% Master Plan submissions, incorporate government feedback, and ensure quality compliance.

Required profile

• Bachelor's degree in Urban Planning, Architecture, Engineering, Geography, or related field.
• Minimum 10 years of professional experience, including DoD, Army, or National Guard installation master planning.
• Demonstrated experience applying UFC 2‑100‑01, developing area development and Capital Investment Plans.
• Strong technical writing, analytical, and presentation abilities.
• Willingness to travel to the U.S. Virgin Islands for approximately three site visits.
