Budget Manager – City Finance

About the role

The City is seeking a Budget Manager to lead the planning, organization, and administration of its annual operating and capital budgets. This senior finance professional will ensure the budget process aligns with legal, regulatory, and best‑practice standards while providing strategic analysis for decision‑makers.

Key responsibilities

• Organize and oversee the citywide budget process, set schedules, and coordinate activities with all city departments.
• Develop the annual budget document, submit it for award consideration, and propose budget amendments.
• Create and enhance financial models for short‑term and long‑term revenue and expense forecasting.
• Research budgetary policies, recommend improvements, and implement updated procedures.
• Update Truth‑in‑Taxation calculations, propose property tax rates, and support debt service requirements.
• Prepare written reports, graphs, presentations, and oral briefings for City Council and other boards.
• Analyze sales‑tax data and produce monthly trend reports.
• Respond to budget inquiries, provide technical guidance, and assist city departments.
• Supervise, train, and evaluate assigned personnel, ensuring compliance with policies and regulations.
• Coordinate the Capital Improvements Plan (CIP) and monitor related revenues and expenses.
• Develop the annual fee study and track fee‑related revenues.

Required profile

• Proven experience managing and coordinating a municipal operating budget.
• Strong ability to work with multiple departments throughout the budgeting cycle.
• Expertise in compiling, analyzing, and reporting financial data.
• Experience responding to budget inquiries and resolving financial issues.
• Leadership skills to supervise staff, delegate tasks, and ensure policy compliance.
