Budget Analyst SME - Formulation

About the role

The Financial Services Budget Formulation Analyst plays a key role in strengthening the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE) and supports the National Intelligence Program (NIP) budget. The position sits within a customer's organization and focuses on the financial health and strategic alignment of a directorate, component or office's resources.

Key responsibilities

• Support budget program execution so it stays aligned with available resources and program goals
• Generate budget reports for customer offices, components and NIP programs, including funding and activity summaries
• Help develop, review and respond to budget exercise submissions
• Contribute to budget analysis, financial data calls and portfolio reviews
• Aid the customer in building and evaluating fiscal programs for internal components and IC-wide programs
• Draft narratives, vignettes and input for the Congressional Budget Justification Book (CBJB)
• Support the production of CBJB sections on NIP missions of interest and special topics
• Prepare talking points, briefings, reports and congressional action responses for large interagency forums
• Track congressional legislation and its impact on the NIP budget

Required profile

• Current and active TS/SCI clearance with Counterintelligence (CI) polygraph
• Bachelor's degree in a relevant field such as Finance, Accounting or Economics, or a Master's degree
• 12-15 years of relevant experience, or a Master's with 10-13 years
• At least 7-10 years in government budgeting, of which 3-5 years in the Intelligence Community
• Expertise in government budget formulation and the IPPBE
• U.S. citizenship, federal employment suitability, and E-Verify eligibility
