Budget Analyst SME - Execution

About the role

Analytic Solutions Group is hiring a Financial Services Budget Execution Analyst in Bethesda, Maryland, to drive the success of the Intelligence Planning, Programming, Budget, and Execution (IPPBE) process. The role develops, executes and monitors budgets, spend plans, contracts and financial commitments so that financial resources are allocated optimally, and acts as a liaison between government stakeholders and internal components.

Key responsibilities

• Support analysis and reporting of a component's financial activities and budget, and help craft spend plans while monitoring execution.
• Record and track interagency agreements, document commitments and expenses, and verify and certify payments.
• Prepare detailed budget reports on funding and activity for offices, components and NIP programs, and assist in budget submissions.
• Help create fiscal guidance and implementation schedules for each budget phase, and support adherence to IPPBE deadlines.
• Contribute to process improvements, resolve outstanding obligations and undelivered orders, and support COTRs, the Chief of Staff and the Sponsor.
• Participate in budget analysis, financial data calls and portfolio reviews, and develop program briefs and communication materials.
• Collaborate with USG and IC partners in interagency forums and working groups.

Required profile

• Current and active TS/SCI clearance with polygraph; U.S. citizenship required.
• Bachelor's degree in a relevant field (Finance, Accounting, Economics) with 12-15 years of experience, or a Master's with 10-13 years.
• At least 7-10 years in government budgeting, of which 3-5 years in the Intelligence Community.
• Proven expertise in government budget execution and familiarity with the IPPBE process.
