About the role
The Ohio Facilities Construction Commission (OFCC) is seeking a BIM Technical Manager to serve as the State’s lead authority on Building Information Modeling (BIM) standards, deliverable review, and digital facility information strategy. This owner‑representative position evaluates, validates, and accepts BIM deliverables from external design and construction teams against established state standards, guiding a 15‑year roadmap toward a digital twin ecosystem.
Key responsibilities
- Maintain and evolve OFCC BIM Standards, BIM Execution Plan (BEP) templates, ModelElement Tables, and Asset Information Requirements.
- Lead the BIM Implementation Steering Committee, set agendas, facilitate quarterly meetings, and track roadmap milestones.
- Develop and manage annual program budgets, consultant contracts, and technology licensing.
- Review and approve project‑specific BEPs for compliance with OHIOBIMS.
- Conduct QA/QC reviews of BIM models at 30%, 60%, 90% and turnover milestones, assessing LOD/LOI, organization, naming, coordination, and asset data completeness.
- Validate COBie and asset data for CMMS integration, ensuring Minimum Viable BIM for Facility Management specifications.
- Provide BIM guidance to seven state agencies, supporting BIM Coordinators with CDE usage and data handover workflows.
- Administer the enterprise Common Data Environment (e.g., Autodesk Construction Cloud), configure permissions, and integrate emerging digital‑twin, IoT, and analytics solutions.
- Oversee data governance, security protocols, and recommend automated model‑checking tools.
Required profile
- Proven experience managing BIM standards and large‑scale implementation programs in the public or construction sector.
- Strong understanding of BIM deliverable review processes, LOD/LOI criteria, and COBie data requirements.
- Ability to lead cross‑agency steering committees, manage budgets, and coordinate multiple stakeholders.
- Excellent analytical and communication skills to translate technical standards into actionable guidance.
Required skills
- Autodesk Construction Cloud (or equivalent CDE) administration
- BIM Execution Plan (BEP) development
- COBie data management and CMMS integration (e.g., 360 Facility, Nuvolo, TELs, OnTrack)
- ModelElement Tables and Asset Information Requirements creation
- Digital twin, IoT, and analytics platform familiarity
