Administrative Law Judge II (Hybrid)

About the role

The Utah Department of Health and Human Services seeks an experienced Administrative Law Judge II to conduct hearings across multiple divisions, primarily Child and Family Services. This full‑time, hybrid position requires sophisticated legal analysis of complex evidentiary and regulatory issues.

Key responsibilities

• Conduct informal and formal hearings, status conferences, and pre‑hearing conferences via video, telephone, or in‑person.
• Issue subpoenas, hold pre‑hearing conferences, and rule on motions and procedural matters.
• Explain procedural rules, statutory requirements, and evidentiary standards to litigants and counsel.
• Rule on admissibility of evidence, evaluate credibility, and question witnesses as needed.
• Perform independent legal research, draft clear written decisions, and issue final judgments promptly.
• Maintain accurate case files, records, and exhibits.
• Assist with special projects and office duties as directed by the Director of the Office of Administrative Hearings.

Required profile

• Juris Doctor (JD) from an accredited law school.
• Minimum three (3) years of active legal practice.
• Compliance with Utah Supreme Court Rules of Professional Practice, Rule 4‑802.
• Strong ability to analyze complex statutes, regulations, and appellate rules.
• Excellent written and verbal communication skills for clear decision‑making and courtroom presentation.
