Senior Safety Manager - Rail and Transit / Tunnel

About the role

Parsons is seeking a Senior Safety Manager to lead site safety for the NJ Surface Alignment, Package 3 of the Gateway Program. The role will oversee safety compliance for the Hudson Tunnel Project and coordinate with the DB contractor, sub‑contractors and NJ Transit team.

Key responsibilities

• Lead the SEP safety team and develop a strong safety culture for the NJ Transit team.
• Monitor and enforce compliance with local, state and federal regulations, the contractor’s Health and Safety Plan (HASP) and security plan.
• Review and approve contractor submittals such as safety plans, permits and other regulatory documents.
• Conduct and report on daily safety observations, toolbox talks, stand‑downs and incident investigations 24/7.
• Interface with the GDC Programmatic Safety Executive and support corporate safety guidelines.

Required profile

• Bachelor’s degree in a related field.
• 10‑15 years managing safety programs on civil construction projects, including at least 4 years in rail.
• Minimum OSHA 10 certification.

Required skills

• OSHA 10 (and preferably OSHA 30) certification.
• Board of Certified Safety Professionals (BCSP) certifications such as STC, CHST, SMS, ASP, CSP.
• AMTRAK safety training and active AMTRAK ROW card.
• Training in incident investigation methods (Tap Root, Latent Cause, Top Set).
• Tunneling safety experience.
