Senior Manager, External Affairs

About the role

Rowan Digital Infrastructure seeks a Senior Manager, External Affairs in Austin, Texas to lead economic development, government affairs, public policy, and community relations for its Texas data‑center portfolio. The role works closely with project leadership and cross‑functional teams to ensure a favorable regulatory and community environment for current and future investments.

Key responsibilities

• Engage with government officials, community groups, residents, and other stakeholders about Rowan’s projects.
• Track state and local legislation, regulatory proceedings, and project entitlements, advocating as needed.
• Form coalitions to support or oppose legislation and policy issues.
• Develop and execute strategic plans for political and community engagement across the region.
• Represent Rowan at public events, communicating project benefits to AHJs, economic development partners, elected officials, and the broader community.
• Identify new site development opportunities and support economic development agreements.

Required profile

• Bachelor’s degree in a related field.
• 5+ years of public policy, government affairs, or economic development experience.
• Proven ability to build strong partnerships with AHJs, government entities, and community organizations.
• Excellent strategic thinking, negotiation, and communication skills.
• Comfort with ambiguity and ability to thrive in a fast‑paced, cross‑functional environment.

• Strong analytical and problem‑solving abilities.
