Program Manager - C-12 Aircraft Maintenance

About the role

Amentum is seeking a Program Manager for its UC-12 CLS program supporting the U.S. Navy and Marine Corps' fleet of UC-12F/M/W aircraft. The position is contingent on contract award and is based in Pax River, MD. The Program Manager is the senior leader responsible for overall execution, compliance and performance of the program, overseeing contractual, management, technical, operational, logistics and reporting requirements defined in the Performance Work Statement, and acting as the main interface with the contracting officer, the COR, the Utility Lift IPT and government site technical points of contact.

Key responsibilities

• Lead overall program execution and ensure contract, maintenance, logistics and operational requirements for the UC-12 fleet are met on schedule.
• Serve as the primary government interface and participate in required meetings.
• Manage personnel and key staff, keeping positions staffed, certified and compliant with FAA, Navy and PWS requirements, and overseeing site leads and A&P-certified mechanics.
• Monitor aircraft mission-capable rates, maintenance turnaround times and logistics responsiveness against contract performance standards.
• Maintain a compliant Quality Assurance Program and enforce FAA/NAVAIR airworthiness standards.
• Oversee aircraft parts, support equipment, inventory accuracy, freight forwarding, hazardous material handling and GFP accountability.
• Coordinate depot-level repairs, ACIs, engine and propeller overhauls, technical directives and engineering investigations or modifications.
• Deliver required CDRLs, maintain WIS accuracy and submit mission capability, aircraft status, safety, funds status and configuration reports.
• Manage transition-in and transition-out, including onboarding, inventories, audits and turnover.
• Identify risks early, implement mitigation plans and drive continuous improvement.

Required profile

• Minimum 10 years of experience managing DoD aviation maintenance or CLS programs, including 10+ years managing multi-site aircraft maintenance programs and 5+ years directly managing aircraft maintenance operations.
• Demonstrated experience with FAA Part 23/43/145 requirements and commercial derivative aircraft, and strong knowledge of NAMP 4790.2E.
• Ability to manage large technical teams, subcontractors, OEM stakeholders and international personnel.
• Navy or Marine Corps military service.
• Ability to obtain and maintain a DoD Secret security clearance; U.S. citizenship is required.
• Willingness to travel CONUS and OCONUS worldwide as required.

Preferred qualifications

• Experience on UC-12, King Air 200/300/350 aircraft or PT6A-series engines.
• Familiarity with NAVAIR, PMA-207 and Utility Lift IPT practices.
• Experience in configuration management (SAE/EIA-649), cybersecurity (DFARS 252.204-7012) and CUI/NIST 800-171 compliance.
• Bachelor's degree in Aviation, Engineering, Logistics, Program Management or a related field; Master's preferred.
