Procurement Analyst / Specialist (Levels 1-3)

About the role

CAHS is seeking a Procurement Analyst/Specialist to support agency operations by ensuring the timely and cost‑effective acquisition of goods and services. The role manages the full purchasing cycle—from solicitation through contract award—while maintaining accurate records and promoting responsible stewardship of public funds.

Key responsibilities

• Develop clear specifications for equipment, supplies, and services to secure quality products at the best value.
• Select vendors by soliciting bids, reviewing pricing and terms, and recommending award decisions.
• Maintain comprehensive procurement records and ensure compliance with applicable laws, policies, and public‑fund guidelines.
• Manage contracts, monitor performance, and coordinate with internal stakeholders to resolve issues.
• Collect and analyze procurement data to generate insights and support decision‑making.
• Interpret financial information, manage approvals, and promote transparency in spending.

Required profile

• Three years of experience in procurement, contracts, grants management, financial management, accounting, or auditing; or six years of full‑time work experience in any field; or a bachelor’s degree (experience substitution allowed).
• Demonstrated ability to accept direction, work collaboratively, take accountability, learn actively, manage resources, use data, and work with financial information.
