Director, Enterprise Data Governance

About the role

Horizon Media, a marketing and advertising firm founded in 1989 and headquartered in New York City, is hiring a Director of Enterprise Data Governance. The role reports to the SVP of Data Governance, Privacy & Risk and implements and operates the enterprise data governance program, strengthening data quality, stewardship, ownership, privacy and regulatory compliance while supporting the company's shift from a Data Processor to a Data Controller. It is based in New York City with a hybrid model, and a fully remote arrangement may be considered.

Key responsibilities

• Execute the enterprise data governance framework, policies, standards and procedures, and develop processes covering collection, use, storage, sharing, retention and disposal of data.
• Implement controls that improve data quality, consistency, accessibility and accountability, and build metrics, dashboards and reporting on program maturity and compliance.
• Establish and run the Data Stewardship Program, defining Data Owners, Data Stewards and Data Custodians and resolving ownership and quality issues.
• Improve data quality and integrity, maintain metadata repositories, business glossaries and data catalogs, and support data lineage, critical data elements and master data management.
• Support the transition to Data Controller by maintaining the data inventory, Records of Processing Activities (RoPA) and ownership model, and govern first-party, licensed and proprietary data assets.
• Operationalize Privacy by Design, support DPIAs and privacy reviews, and implement controls for consent management, purpose limitation and data minimization.
• Administer governance platforms such as OneTrust, automate workflows and assessments, and partner with Legal, Privacy and Information Security on contracts and privacy regulations.
• Work with Product, Engineering, Legal, Information Security, AI, Analytics and Business Operations, and mentor Data Stewards.

Required profile

• Bachelor's degree in Information Management, Computer Science, Information Systems, Business Administration or equivalent related experience.
• 6-8 years of experience in Data Governance, Data Management, Information Governance, Privacy Operations or a related field.
• Experience implementing enterprise governance frameworks, policies and governance technologies.
• Preferred: advertising, media or digital marketing industry experience, experience with licensed, identity or audience data, and certifications such as CDMP, CIPP, CIPM or CIPT.

Required skills

• Data governance principles: data quality, metadata management, data lineage, data classification and data stewardship.
• Working knowledge of GDPR, CPRA/CCPA and other privacy regulations.
• Experience with tools such as OneTrust, Collibra or Microsoft Purview; preferred: Snowflake, Databricks or Google Cloud Platform.
• Strong communication, organizational and project management skills.
