Associate Finance and Budget Officer

About the role

The Associate Finance and Budget Officer works within the Common Administrative Platform at United Nations Headquarters, supporting the One Executive Office (One EO) in delivering financial and budgetary services to New York‑based UN entities. Reporting to the Chief of Unit, the role ensures accurate budget preparation, administration, and compliance with UN financial rules.

Key responsibilities

• Review and analyse cost estimates and budget proposals for staff and non‑staff requirements.
• Monitor programme budgets, trust funds and grants, and assist managers with resource requirements.
• Prepare fund allotments, redeploy resources as needed, and ensure expenditures stay within authorized limits.
• Review requisitions for goods and services to verify correct charging and fund availability.
• Administer extrabudgetary resources, reviewing agreements and cost plans for regulatory compliance.
• Assist in preparing budget performance submissions and analysing variances between approved budgets and actual expenditures.
• Act as Certifying Officer under Financial Rule 110.4, ensuring obligations align with approved budgets and regulations.
• Maintain up‑to‑date knowledge of UN guidelines, donor requirements, and financial management systems.

Required profile

• Authorized to act as Certifying Officer under UN Financial Rule 110.4.
• Familiarity with UN financial regulations, donor requirements, and budgetary processes.
• Ability to monitor and reallocate funds while ensuring compliance with established policies.
