Regional Lead – Rail Engineer

About the role

Horrocks is seeking an experienced Regional Lead – Rail Engineer to drive the growth of its rail practice across multiple U.S. regions. The role combines technical leadership, business development, and client relationship management to ensure high‑quality delivery of rail projects.

Key responsibilities

• Provide regional leadership for railroad projects and support strategic growth initiatives.
• Lead planning, design, coordination, and delivery of tracks, terminals, spurs, mainlines, yards, and sidings.
• Coordinate with railroad companies and public agencies on DOT projects, at‑grade crossings, grade‑separated structures, and utility crossings.
• Serve as senior technical advisor for rail design, grading, drainage, and related infrastructure.
• Build and maintain relationships with clients, operators, agencies, and industry partners.
• Support business development through client engagement, proposals, and industry participation.
• Mentor engineers, designers, and junior staff across offices.
• Ensure compliance with federal, state, and local regulations and railroad standards.
• Implement QA/QC procedures throughout project delivery.
• Travel periodically for client meetings, site visits, and industry events.

Required profile

• Bachelor’s degree in Civil Engineering or a related field.
• Minimum of 10 years of experience in railroad engineering and project delivery.
• Proven leadership and team‑management experience.
• Demonstrated ability to develop business and support regional growth.
• Strong communication and client‑relationship skills.
