Human Resources Manager – Silver Spring, MD

About the role

The International Rescue Committee is seeking an experienced Human Resources Manager to lead HR activities for its Maryland offices. Based in Silver Spring, MD, you will support both the Silver Spring and Baltimore locations, blending onsite presence with remote assistance.

Key responsibilities

• Provide guidance on HR policies, practices, and processes, ensuring compliance with internal standards and local labor laws.
• Facilitate employee relations, addressing benefits, payroll, HRIS, leaves of absence, and general inquiries.
• Lead intake, investigation, and resolution of sensitive employee relations matters.
• Implement and monitor the collective bargaining agreement, maintaining constructive relationships with union representatives.
• Drive initiatives that strengthen organizational culture, employee engagement, and an inclusive workplace.
• Support the development and refinement of HR lifecycle processes.

Required profile

• Demonstrated experience in HR management, preferably within a non‑profit or humanitarian context.
• Strong knowledge of state and city labor laws, collective bargaining, and employee relations.
• Excellent communication and problem‑solving skills, with the ability to influence senior leadership.
• Ability to work collaboratively across locations and support remote staff.
