Government R&D Project Manager

About the role

3M is seeking a Government R&D Project Manager for its Corporate Research and Development Operations Center in Maplewood. The role will lead the initiation, execution, and alignment of research programs with 3M’s strategic objectives, working closely with the Corporate Research Laboratory, division labs, and external scientific partners.

Key responsibilities

• Drive cross‑functional teams to develop competitive R&D funding proposals and programs.
• Identify and evaluate external funding opportunities and secure grants aligned with corporate research priorities.
• Collaborate with technical managers and subject‑matter experts to create proposal collateral such as white papers and technical volumes.
• Lead early‑stage proposal development in partnership with the Government R&D Contracts team.
• Build and maintain relationships with U.S. government research agencies, national laboratories, universities, and other scientific organizations.
• Coordinate with 3M Government Affairs on congressional appropriations and government engagement processes.
• Develop communication plans to keep internal stakeholders aligned and informed.
• Provide guidance on government R&D funding processes, opportunity evaluation, and engagement strategies.

Required profile

• Experience in managing government‑funded research projects or proposals.
• Strong ability to work with cross‑functional technical teams.
• Excellent communication and stakeholder‑management skills.
• Understanding of U.S. government research agencies and funding mechanisms.
